You make the key in your own Amplitude account. Nothing to install on your computers, and nothing to wait for.

In Amplitude, under Settings, then Projects. You open your project and copy its API key and secret key.
Who can do it
A Manager or Admin in your Amplitude account.
Plan
Charts and user activity have no plan limit in Amplitude's docs. Cohort download is an add-on. User profiles need the Enterprise plan.
